You can find all of the details, right here, on Arizona State’s “President Barack Obama Scholars” page: http://promise.asu.edu/obamascholars
Here’s the key info:
“ASU will consider all full-time freshmen admitted directly from an Arizona high school who file a FAFSA. Eligible students will be notified by the Student Financial Assistance Office. Just apply to ASU, file your FAFSA, and you will automatically be considered for this award.”

Again, the important details are these:
You must graduate from an Arizona high school and begin college in the fall semester immediately following your high school graduation.
You must document a total household income of $ 60,000 or less on your FAFSA.
You’ll have to agree to participate in the ASU Obama
Scholars Academic Success Program throughout your first year of college.
